倒黄保黄之争

4月18日 晚上8点09分

马华公会在本届大选竞逐40个国会议席,但是只能赢得15席,在槟州、霹雳角逐的州议席更全落败。


至于在雪州角逐14州席只赢1席,森美兰竞选10州只中选1人,甚至在柔佛的堡垒区也输掉3席。此外,许多拥有官职的马华高层如胡亚桥(关丹国席)、姚长禄(旺沙玛珠国席)、陈财和(敦拉萨镇国席)、周美芬(八打灵再也北区国席)也纷纷中箭落马。比拟1969年惨败的成绩,让马华党内一片哀鸿,同时也掀起要求党高层,尤其总会长黄家定辞职以示负责的隆隆炮声。


尽管黄家定坚持不辞总会长,唯也在压力下,宣布放弃在内阁重组后担任部长或任何官方职位。可是这样的决定并未能平息党内的不满,林祥才、蔡锐明和叶炳汉等党领袖开始呛声,而汤木和黄日龙等人更在3月底发起救党运动,明确要求黄家定下台,新一场龙争虎斗逐已展开。

Pelan PM letak jawatan disusun

Perdana Menteri Datuk Seri Abdullah Ahmad Badawi akan berbincang dengan timbalannya mengenai pelan peralihan kuasa, kata naib presiden Umno, Tan Sri Muhyiddin Yasin hari ini.

Dalam perjumpaan tertutup dengan Umno Johor, kata Muhyiddin, Abdullah menyatakan beliau akan berbincang secara terperinci mengenai pelan penggantian kepemimpinan dengan Datuk Seri Najib Razak.

"Tempoh peralihan dan sebagainya tidak disebut secara terperinci... hal-hal berkaitan dengan bila masa dan sebagainya beliau akan bincang dengan Datuk Seri Najib," kata Muhyiddin, lapor Bernama, selepas menghadiri perjumpaan itu di sebuah hotel di Johor Bahru.

Ketua Puteri Umno negeri Nor Aslina Zainal Abidin pula berkata, dalam pertemuan itu, badan perhubungan bertanya kepada Abdullah sama ada beliau mempunyai pelan peralihan kuasa.

"Kita tidak minta Pak Lah berundur tetapi ada bunyi-bunyi (seumpama itu) bahawa contohnya pada zaman (Perdana Menteri pertama allahyarham) Tunku Abdul Rahman di mana proses peralihan kuasa berjalan dengan lancar kepada (allahyarham) Tun Abdul Razak Hussein, begitu juga di zaman Tun Dr Mahathir Mohamad proses peralihan kuasa berjalan lancar kepada Pak Lah," Nor Aslina dipetik sebagai berkata.

Sementara itu, selain mengaku beliau sendiri menjadi satu daripada punca-punca kemerosotan BN dalam pilihanraya umum, Abdullah juga mendedahkan beliau menerima desakan negeri-negeri agar berundur.

"Ada (terima desakan), bukan semua (negeri) kata begitu. Saya juga dapat laporan... "Takpelah mereka nak cakap... tentang undur apa semua... saya pun bukan orang yang nak kekal selama-lamanya dalam kepimpinan," kata perdana menteri lagi selepas pertemuan dengan Umno Johor.

Menurut satu laporan Bernama, Abdullah mengulas laporan bahawa pemimpin-pemimpin bahagian Umno di Kedah dan Pulau Pinang dalam pertemuan dengan jawatankuasa pengurusan, yang diketuai Najib, semalam. Umno Johor hari ini, seperti diduga, secara lembut mendesak Abdullah berundur apabila menyarankan beliau menyediakan "pelan peralihan" kuasa kepada penggantinya. BN mengalami kemerosotan luar biasa apabila gagal mempertahankan majoriti dua pertiga di Dewan Rakyat, manakala lima negeri - termasuk Kelantan - jatuh ke tangan pembangkang. Di Wilayah Persekutuan, BN hanya meraih satu daripada 11 kerusi parlimen.

Selepas pilihanraya umum 8 Mac, kepemimpinan dan imej Abdullah terus tercalar apabila calon-calon menteri besar lantikannya di Perlis dan Terengganu ditolak mentah-mentah oleh Sultan masing-masing.

Awal bulan ini, mantan perdana menteri Tun Dr Mahathir Mohamad menyifatkan Abdullah memerintah di lima negeri sahaja, termasuk Sabah dan Sarawak, selepas "sembilan negeri" menolak kepemimpinannya.

Sembilan negeri itu: lima yang ditadbir pembangkang, Wilayah Persekutuan, Perlis, Terengganu dan Johor.

Umno Kedah, P Pinang Mahu PM Berundur?

KHABAR awal yang belum disahkan menunjukkan Umno Kedah dan Pulau Pinang mahu Presiden mereka, Abdullah Ahmad Badawi, mengundurkan diri secepat mungkin kerana kekalahan teruk parti itu pada 8 Mac lalu.

Mereka juga menyalahkan Ketua Perhubungan dan Timbalan Ketua perhubungan negeri masing-masing dan mahu mereka turut mengundurkan diri.

Khabarnya, percubaan beberapa orang pemimpin bahagian mempertahankan Abdullah telah diejek (diboo) oleh yang hadir.Semua ini berlaku ketika penyiasatan pasca-pilihan raya diadakan di Kedah dan Pulau Pinang semalam (10 April) dengan dipengerusikan oleh Timbalan Presiden dan Timbalan Perdana Menteri, Mohd Najib Abdul Razak.

Turut mewakili Majlis Tertinggi dalam perjumpaan itu adalah Naib Presiden Muhyiddin Yassin dan Mohd Ali Rustam, Ketua Wanita Rafidah Aziz, Setiausaha Agung Tengku Adnan Tengku Mansor, Ketua Penerangan Muhammad Muhd Taib, Ketua Puteri Noraini Ahmad and Ketua Putera Abdul Azeez Abdul Rahim.

Antara keputusan dan pandangan lain yang dikatakan terbit daripada biopsi (saya sengaja tidak mengguna pakai istilah bedah siasat (post-mortem) sebab Umno tidak mati atau belum mati) itu adalah:

1. Abdullah wajar diberikan masa dan kaedah pengunduran yang terhormat;

2. Pengunduran diri beliau sebagai ketua parti dan ketua kerajaan perlu berlaku sebelum perhimpunan agung dan pemilihan Umno Disember ini;

3. Mohd Najib dicadangkan sebagai calon Presiden dan Muhyiddin sebagai Timbalan Presiden tetapi tidak menghalang orang lain daripada dicalonkan; dan

4. Tidak menyekat kegiatan atau menyerang bekas Presiden dan Perdana Menteri, Tun Dr Mahathir Mohamad.

Malah, menurut laporan laman berita bebas Internet, Malaysiakini, sesetengah wakil bahagian menyebut bahawa selama 22 tahun pemerintahannya, Dr Mahathir “tidak pernah menyebabkan BN dan Umno kalah seteruk pada pilihan raya baru lalu.”

Sementara itu, sumber-sumber lain yang rapat dengan Umno mengatakan bahawa Persatuan Bekas-Bekas Wakil Rakyat Umno (Mubarak) dan Kelab Bekas-Bekas Menteri Umno juga sudah menghantar petisyen meminta Abdullah mengundurkan diri daripada memimpin parti dan negara.

马华不得不去面对的真相

三月八日是一个新的开始。

也可能会是一个好的开始。会不会好,还要等到今年的六月中,我们将会清楚地看出马来西亚的各路政治领袖有没有开创新局的诚意,愿景,能力和战略。

首先,我们必须认清楚赢的原因与输的理由并非是一样的。在野党的胜出与执政党的失败不全是因为相同的理由。目前看起来,执政党成员似乎尚未完全认清失败的真正原因。震惊之余, 许多未能接受这个事实。变天毕竟不是平常事,需要时间,痛定思“因”,重新出发。

马华公会也一样。 第十二届大选惨败把马华推到一个面对继续存亡的边缘,40个竞选的国会议席只拿下15个,90个州议席只拿到31个,在马来西亚唯一的华人为大多数的州--槟城,全军覆没,吉隆坡直辖区,雪兰莪州,霹雳州,森美兰州,也严重受挫。执政党的执迷不悟,内忧外患,贪污腐败与在野党的与时俱进,精明战略,掌握脉动创造了今天的新开始。

这新的开始同时也揭示了一个马华不得不面对的真相。

这真相是什么呢?是总会长领导失误,必须追究他的责任? 如果只追究责任,未免有点只见树不见林。同时没真正地掌握真实情况,了解局面与形势。

还是怪马华自己被巫统所连累?马华在过去三十年来到底做错了些什么?蔡细历先生问,“马华继续存在有什么意义?”让我换个提问的方法,问“马华还有什么继续存在的价值?”换言之,马华不得不面对的问题是其定位的问题。

从存在的理由(raison d'etre)到存在的价值

是的,今天我们应该从选民的角度来看马华的存在价值。让我们问两个问题:

1. 对巫统来说,如果马华已经不能够得到华人选民的支持,而且马华的候选人必须靠马来选票才能中选,请问:巫统这个国阵大股东将会看到马华有什么价值?今天,巫统在回教党和公正党的强烈攻势下,已失去绝大多数的马来票,已经不再独领风骚。而华人选票变成是马来政党当政的关键因素。请问:马华的作用在哪里?

2. 对华人社会而言,马华也很久没有能力为他们争取基本权益了。相反,假如我们华人的课题重新被定位为全部国人的课题,其他的非华裔政党能更有效地促进我们的福利。那么请问,华基政党还有什么作用?请问,马华还有什么作用?

仆人政治文化造成困境马华

今天的困境是过去一些年来累积成的仆人政治文化所造成的。马华的集体领导传达着一种佣人的思维;其政治立场与作风似乎难以独立,尤其在影响华人的问题上,显得顾忌很多。他习惯以一个随从的角度来思考,而不是开创者。很多人的印象中,马华代表政府和巫统,而非华人;马华的老板不是华人,是巫统。在马华自己的党争中,甚至不明智地引进巫统的势力,丢失自己党的独立性。这是过去马华党领导最大的失误:一旦踏入这个错位,自己就被陷入一个死胡同,在立场上无法呈现自己的尊严。接着,在内阁和政府内部的影响力也会降低。大家都目睹了很多马华部长在政府官僚机构内几乎不能发挥作用。

我们来研究几个坊间流传的说法:

1. 有人在朝好做事 Vs 在大清朝廷的汉官

马华说有人在朝好做事,也有某位马华部长很传神的说,马华部长是大清朝廷的汉官,“有人在朝好做事”这个说法已经很彻底,且很公开地被推翻了。前几天,马华元老、前房屋与地方政府部长陈祖排先生就在野党能够为新村发永久地契一事,公开表示汗颜。此事马华在朝50年都做不到,而在野党在执政还不到50天的时间内就完成了这个被认为的“不可能”任务!

2. 不务正业 Vs 国家政策

马华同仁时常很委屈地说:“我们里外不是人,吃力不讨好,做了这么多的事情,华社都不感激”。这里存在一个理解上的错误。就好比一个妈妈为孩子做了很多事情,孩子说,你干嘛?这不是你应该做的。人民也有点纳闷。既然你是人民的公仆,所谓YB是我们尊敬你的职位,称你BERHORMAT。其实,这YB应该是BERKHIDMAT,也就是说你提供服务是理所当然的。人民不欠你人情。相反,如果没有表现的话,就应该引咎辞职,鞠躬下台。

坊间责备马华不务正业是因为人民对代议士的期望是要他们在治国政策上有想法,能够去争取拟定和执行有力政策,建设一个有利于人民、企业与社会发展的积极环境。当政者的任务应该是帮助人民成功,而不是去做人民已经能做得很好的事情。

让我们一起看看如下几个领域:

一、教育体制:既然马华是政府,他就有责任理顺有关的政策瓶颈。我们需要的是一个有竞争力的,高素质的教育体系。那些有关搬迁华小、解决临教、用英语教数理等微观课题,不是宏观的政策关注点。既然这些课题已经被纳入发展计划内,那就要严格地去执行。执行不到位的话,那就是能了和行政效率的问题,应该根据有所醒悟。当政者必须坚持,并且对症下药,而不是懦弱地一而再,再而三地去争取。有时候马华领袖在人民面前抱怨政府的无能,我们不解的是,你自己就是政府啊!

拉曼学院在大马教育发展史上是功不可没的:在六九年那种情况下能争取到用政府经费来办一所大专院校!在那个缺乏高等教育的年代,拉曼学院为社会提供了一批批的专业人才。证明那时的马华领袖做对了。二十年后,马来西亚的私立高等教育已自力更生,艰苦摸索,好不容易走出一个可持续发展的模式。此时马华推出拉蔓大学,被许多人批评为多此一举:既然私立大学已经有能力培养出一批批比国立大学更优秀的人才,而且这些私立学院也能够有效运作,创造盈利,股票上市,让广大的马来西亚股民受益。那么,马华就真的没有必要去与私人企业竞争了。更何况,拉曼大学同样是从华社募款,会分散华社已经非常稀薄的资源。

这二十五年来,大马教育素质日陵月替,这完全是个教育机制和与市场需求脱离的结果。举个例子。过去进入大学的门槛很高,只有尖子才有机会研修大学的课程,因此毕业出来的学生都是扎扎实实的人才,得到国际企业的尊敬与重用。今天,大马教育文凭毕业后可以通过各种渠道获得大学学历,扩招政策使得学生整体素质下降,以致出现今天不少大学毕业生失业的困境。现有的大学教育也出现严重的不平衡,有项调查指出,马来西亚教育文凭毕业生绝大部分只选修五个科系,除工程学以外,其他四个科系都是非科学类的。今日国内出现严重科学与技术人才的短缺,这个缺口就是要通过政府来弥补。马华不应该自己去办教育,他的责任应该是推动政府利用公众资源把马来西亚的教育体制发展得更有竞争力。如果马华真的要办科研,比较适合的就是去推动一个顶尖的智库,为国家思考研发出一套发展大蓝图。或者做政策分析,找寻出更有效的施政方案。很遗憾的是,一位马华部长说:"大马华人的竞争力与港台大陆比较,已经远远地被抛在后面了。"他在讲这一个事情时,像在评论别人家的事。我奇怪他怎么不会想到,大马人的竞争力不就是政府人力资源部的责任吗?如果我们的竞争力退步,那是不是人力资源部没把工作做好?而人力资源部部长是由马华领导出任的。

身为一个政府,就应该制定有利的政策并有效地执行,而不是与民争。民间已有能力做的事,政府就应该加大力度扶持他们,让他们能够做得更好,做到享誉世界。

二、服务中心:据说,张天赐是马华的党宝。奇难杂症,各种五花八门的社会问题,马华的张天赐都将为你解决。我们在想,如果社会没那么多的问题,就不需要张天赐了。社会为什么有那么多问题呢,这就得问当家政府了。因此,就张天赐而言,更准确地说,是马华最大的讽刺。同样的,国内的各政党大大小小的服务中心数以千计,都显示各方政府的无能。一箩筐的地方问题都必须出动当地的代仪士去解决,从与市仪会交涉到为优秀学生争取入学机会,都在煎熬着我们的YB们。试问,这些不都是政府无能的表现吗?

三、治安问题:现时越来越严重的治安问题,当政者并没有意识到根源。警民合作在社区建立RAKANCOP的计划都是表面的媒体事件,对真正杜绝犯罪起不了大作用。问题的根源是为什么犯罪率那么高?谁在犯罪?什么样的政治决心和铁腕式执法才可以解决安全的问题?我们都知道马来西亚有超过二十五万的瘾君子,将近百万的失业大学生,再加上松懈的外劳政策。可以说,我们的治安问题是与政策导向有连带关系的。如今,安全问题已经成为威胁大马人的头号危机,当政的部长先生与他们的家人们也都不能置身事外,可就是看不到有一套完整的解决方案出台,为什么呢?

四、垄断传媒: 政府的工作是要主持公道,避免垄断,促进竞争,鼓励百花齐放,百家争鸣,以便人民能有更多的选择。我们不明白的是,当政的马华不单没有做到以上的基本责任,反而变成促进垄断的推手和主角。不管民间如何反对,他们还是一意孤行,造成了如今一言堂的媒体生态。难怪国内的知识份子都转向电子传媒,不愿意被奴化,被愚化。我们可以很清楚看到,马华失利的州属的选民都是知识层次比较高的。这跟媒体的垄断有直接的关系。以上种种都证明,马华对其作为一个当政者的角色极度模糊,常常出现错位、缺位的行为,因此才会被人批评“不务正业”。

马华今天的困境是因为他对自己的角色扮演出现错位。三八大选结果撼动了马华五十年的政治根基,但是我们却听到马华领导人说,“这是大势所趋”。事实上,这个音讯早已写在墙上,说重点,这是一个存亡的临界点;说轻点,过去三十的政策造成的瓶颈,把马华紧紧地塞在瓶颈正中,上也不是,下也不是。我们观察,评述马华政策的朋友都在为它焦急不已。 因为,时代早已不同。痛苦指数直线上升,马来西亚国内能列入希望之表的元素正逐日减少。难怪没有人再有耐心去听那过时的老调……

马来西亚要冲出发展的瓶颈,种族主义的政治必须转型。今天的政治局面尚在变化中,但还谈不上种族政治的终结。只是今天以种族利益为导向的诉求难以再站住脚了。高明的做法是,以全民利益为诉求( National interest, common interest),选用与选民较接近的种族代表( Ethnic Candidate)来取得胜利。这是我们走出过去以族群利益为导向的政治的第一步。

下面要问的问题是,马华会不会改?如果会的话,该怎么样改?由谁来改?

首先,马华要重拾选民的信心,他必须证实他有治理国家的愿景,有能力与其他友族政党有效地合作,尤其是与马来人的关系。马华公会仍是一个发展华人竞争力和文化实力的政治组织,这与国家方向没有抵触,因为华人与华人的文化构成马来西亚国家文化的一部份。但是,应放弃以华人利益为导向,而是一个以全民福祉为依归的政治组织,因为全民族利益也就包括了华人的利益。这样,种族的色彩才能淡化,才不会有那种你赢我输的坏情绪。马华公会仍然拥有华人党员,中长期内则可以逐步开放给那些能说华语的马来西亚人。小心处理,千万不能有种族沙文主义者的影子。这是今天的大势所趋,也是大时代推动的转型。

黄氏公会和天兵战略

谁可以带动马华转型,哪一位马华领袖能有必须的道德勇气、魄力、能力与魅力?马华一百二十万党员,以及其支持者能否走出过去的习惯,建立新的政治文化,试问他们的政治热情,政治理想能感动,能激励有为的年青人?这新马华的领袖,必须有大时代的使命感,方能创造大马民族的新格局。他(她) 要有邓小平的坚持,不屈不饶,有朱镕基先生的坚定,果断,有前总统里根的个人魅力,能吸引和凝聚各路英雄,与其他的族群打交道时,能传达诚意但是也能做到不卑不亢。 当今会长是不是要为大选惨败而辞职,是一百二十万马华党员的家事。黄家定被指责把MCA(马华公会)变成WCA(黄氏公会),在非非常时期,他的天兵天将战略也可能被歌颂为造成马华年轻化换血的伟大行动。可是黄总会长的运气不好,选择的时机不对,结果也就不言而喻了。

那么新局要怎么开创?全球化的巨浪,超级资本主义的重炮,中国、印度、越南崛起之时,马来西亚要站在什么位置?过去几年,我们不仅经济成长停滞,前瞻思考也停滞。疏于与竞争对手比较,更疏于认真研究国内真实的现况,马来西亚自己边缘化了自己。我们向上成长的生命力也停滞了,虽然民间叫苦连天,政府不但没有及时察觉危机,反而不断地派发“他们无饭吃,叫他们吃蛋糕“这类止痛药。这类消极情况必须停止,并要迅速地调整过来。时机是不会等待那些不自爱的民族的。

马华基业深厚,转型未尝不可

马华有很深厚的基业,我们对于马华的转型寄予厚望,一百二十万党员是四分之一的华社。应该能够凝聚力起来直面现实。三月八日的结果是马来西亚民主的一个突破。马华应该感谢这一个历史性的发展,给马华敲响了转型的警钟:今天的局面很有可能会创造一个新的时代。要掌握这个时代的契机,马华必须重新定位,。转型的工作充满挑战,重要的我们必须知道,如果这个开始不是马华基业终止的开始,马华同仁必须勇敢去面对真相,去做对的事,去说对的话,重新找回自己的正确角色。凭借着马华丰富的资源,广泛的联络网,除非他无法在思想上变革,否则,他比国内任何一个政党都更有条件给自己 赋予新的政治生命 。

我们在翘首盼望着真正的变化,期望马华有开创新局的生命力。一个能够转型的马华是马来西亚人的福气,因为人民想要得是真正的选择。

In that one year, the pro-tem committee together with a group of bloggers who live in civil society have created landmarks and broken down barriers. To name just a few things we did, we launched Haris Ibrahim's Bangsa Malaysia initiative, got together various faiths for an all-religious prayers, gave the people the Barisan Rakyat and the so-called Opposition the possibility of a single front and one election manifesto.

We strengthened ties and we shared ideas and dreams.

Tony Yew set up Blog TV and Nuraina A. Samad led a group of bloggers to set up a citizens' initiative for N.U.R.I.N Alert.

On the night of March 8th, bloggers gathered at the Blog House, the All Blogs' headquarters in Bukit Damansara, and celebrated a victory. All Blogs protem Vice President Jeff Ooi became a Member of Parliament and council member Elizabeth Wong a State Assemblyperson.

SUGGESTIONS - PAKATAN RAKYAT

Many suggestions have been made for a more suitable term than Pakatan Rakyat for the proposed co-operation of KeADILan, DAP and PAS as a follow-up to the March 8, 2008 general election results for the common objective to promote justice, freedom, democracy, integrity and good governance in Malaysia.
When the term Pakatan Rakyat was tentatively chosen, the consensus was to avoid the use of the term “Barisan”.

The term Pakatan Rakyat is subject to the confirmation by the respective leadership of the three parties. Suggestions for a more suitable term than Pakatan Rakyat are most welcome.

Statements issued in the past three days have raised the question whether all the three parties have fully learnt the lessons of the 2001 crisis of the Barisan Alternative, where the DAP had to leave the opposition coalition because of PAS’ insistence to pursue the Islamic State objective, which was not in the common Barisan Alternative manifesto.

These statements include that of the Kelantan Deputy Mentri Besar Datuk Ahmad Yaakub that “Pas wajar menjadi tunjung kepada pakatan itu sekiranya ia mahu merealisasikan impian menubuhkan sebuah Negara Islam”, and the full support given to this statement by Dewan Pemuda PAS Kelantan and the statement by the press secretary to Pas president Roslan Shahir Mohd Shahir that “the values of the Islamic state were already incorporated in the Negara Berkebajikan” and that “In states where Pas is the dominant party, we will try to set up an Islamic state”.

It is clear that the proposed co-operation of the three political parties in a new front in post-March 8 political scenario has to proceed with caution to ensure that all levels of leadership of the respective parties fully understand the basis of co-operation of the three parties which will not lend themselves to inter and intra-party differences and exploitation by political foes, as well as avoid the repetition of the 2001 break-up of Barisan Alternative.

“MENGEMBALIKAN KEKUASAAN MELAYU MELALUI UMNO”

Ucapan Y.B.M. Tengku Razaleigh Hamzah, Ketua UMNO Bahagian Gua Musang, Kelantan, Semasa Merasmikan Persidangan Perwakilan Khas UMNO Bahagian Gua Musang, Bertempat Di Balai Rakyat, Bukit Cekati, Gua Musang Pada Hari Jumaat 4hb April, 2008, bersamaan 27hb Rabiulawal, 1429 Jam 10.00 pagi.

Kita bersyukur kepada Allah Subhanahu Wataala kerana dengan limpah Izin-Nya, kita semua dapat bertemu di perjumpaan ini pada ketika kita sedang menghadapi pengalaman yang sangat pahit dan membimbangkan kita semua, iaitu pengalaman buruk yang dilalui oleh UMNO dalam Pilihan Raya Umum Ke-12 (PRU-12) yang baru lepas. Sejak tertubuhnya UMNO pada 11 Mei, 1946, parti kebangsaan Melayu ini tidak pernah tercabar begitu hebat – dan teruk – seperti yang berlaku padanya selepas Pilihan Raya Umum Ke-12 itu. UMNO lahir dari semangat perjuangan kebangsaan menentang muslihat dan gagasan British untuk menghapuskan kedaulatan bangsa Melayu, negeri Melayu dan raja Melayu di tanah air mereka sendiri. Kita berjaya menumpaskan gagasan penjajah itu dan meneruskan perjuangan untuk menuntut kemerdekaan hanya dengan bersenjatakan semangat cinta kepada bangsa, agama, budaya dan tanah air. Itulah agenda kebangsaan Melayu waktu itu dan itulah sumber kekuatan yang telah menyatukan bangsa Melayu sehingga kita akhirnya berjaya mencapai kemerdekaan tanpa terpaksa berperang kerana pihak British menyedari bahawa bangsa Melayu waktu itu mempunyai kekuatan sejarah dan warisan yang kuat, dan sukar ditentang.

2. Kekuatan UMNO itu terbukti dalam Pilihan Raya Umum (PRU) pertama yang diadakan dalam tahun 1955. Parti Perikatan yang diterajui oleh UMNO dengan dukungan rakan-rakan dari MCA dan MIC mencapai kemenangan yang cemerlang. Daripada 52 kerusi Majlis Perundangan Persekutuan (sekarang Parlimen) yang ditandingi, Perikatan memenangi 51 kerusi dan menguasai lebih 2/3 atau hampir 95% kerusi Majlis Perundangan Persekutuan. Yang penting kita ingatkan diri kita semula ialah, kerusi UMNO melebihi 2/3 kerusi Majlis Perundangan Persekutuan dengan memenangi 33 kerusi. Ini bererti bahawa kuasa politik Melayu pada waktu itu cukup kuat dan itulah salah satu asas ketuanan bangsa Melayu.

3. Malangnya kita tidak bertahan dan tidak mampu memperkukuhkan kedudukan itu dalam pilihan-pilihan raya berikutnya. Empat puluh tahun kemudian, iaitu selepas Pilihan Raya Umum Ke-12 dalam tahun ini, UMNO jatuh tarafnya sebagai parti yang terkuat dan yang didukung oleh majoriti orang Melayu tiba-tiba jatuh menjadi parti yang kecil perwakilannya dalam Parlimen padahal parti ini adalah parti yang terbesar di negara ini, mempunyai 191 Bahagian di seluruh Malaysia dan jumlah anggotanya melebihi 3 juta orang. UMNO cuma berjaya memenangi 78 buah kerusi Parlimen, menurun sebanyak 32 buah kerusi dari jumlah 110 buah kerusi yang dimenanginya dalam Pilihan Raya Umum Ke-11.

4. Yang memeranjatkan kita ialah, parti baru, iaitu Parti Keadilan Rakyat (PKR) memenangi 31 kerusi Parlimen. Dalam tahun 2004 parti ini cuma mempunyai seorang ahli Parlimen. Daripada 31 ahli parlimen PKR itu, 18 ialah orang Melayu. PAS memenangi 23 kerusi. Dalam tahun 2004 parti ini mempunyai 6 orang ahli Parlimen sahaja. Akibatnya, BN kehilangan kuasa majoriti 2/3 majoriti dalam Parlimen.

5. Dua perkembangan lain yang tidak disangka-sangka oleh UMNO (tetapi mungkin tidak memeranjatkan orang lain) ialah pertama, jatuhnya empat buah negeri – Selangor, Perak, Kedah dan Pulau Pinang - ke tangan parti Pakatan Rakyat, iaitu gabungan parti PAS-PKR-DAP. PAS di Kelantan menjadi bertambah kuat. Dan kedua, kalahnya banyak calon MCA, MIC dan Gerakan di tangan calon DAP dan PKR.

6. Itu petanda bahawa BN dan UMNO yang telah memerintah negara ini dengan tidak putus-putus sejak Merdeka atau sejak tahun 1955 tidak lagi mendapat sokongan dan kepercayaan rakyat Malaysia dari semua kaum. Berdasarkan statistik tentang kadar jumlah undi popular seluruh rakyat Malaysia, didapati bahawa hanya 48% sahaja daripada pengundi seluruh negara yang menyokong (mengundi) BN, manakala jumlah undi popular seluruh negara yang menyokong parti-parti lawan ialah 52%. Jadi, mesej atau isyarat pengundi agak terang dan jelas: Mereka mahukan perubahan kerajaan. Mereka mahukan kerajaan yang lebih cekap, telus, bersih, beramanah, adil dan pro-rakyat tanpa mengira kaum.

7. Beberapa perkembangan yang berlaku sebelum Pilihan Raya Umum Ke-12 itu diadakan, memperkuatkan lagi ketidakyakinan rakyat terhadap keupayaan dan komitmen kerajaan BN untuk memerintah negara ini dengan cekap, bersih, amanah dan adil, untuk menyelesaikan masalah-masalah asas ekonomi, sosial, perumahan dan pendidikan rakyat miskin, untuk menghapuskan rasuah yang semakin menjadi-jadi di kalangan ‘orang atasan’ dan yang berkuasa, termasuk dari kalangan wakil rakyat sendiri. Kita sebut satu kes sahaja, iaitu kes yang berkaitan dengan ‘rakaman video Lingam’ yang didedahkan kepada Suruhanjaya yang dilantik untuk mendengar kes ini. Segala cerita yang disampaikan kepada Suruhanjaya kes ini memperlihatkan kepada rakyat betapa korap dan lemahnya sistem pelantikan dan cara membuat keputusan mahkamah. Bayangkan, seorang peguam bela dalam kes tertentu boleh menulis keputusan (‘judgement’) mahkamah dan hakim yang berkenaan hanya membaca keputusan yang telah disediakan oleh peguam itu. Bayangkan juga, para tauke atau tauke judi boleh ‘campur tangan’ dalam soal pelantikan hakim.

8 Kes seperti ini tidak sahaja mengaibkan darjat hakim – hakim bangsa Melayu beragama Islam pula – tetapi ia dengan jelas memusnahkan kredibiliti kerajaan BN yang nampaknya membiarkan perkara-perkara yang buruk dan dahsyat itu berlaku terhadap sistem kehakiman negara. Orang akan takut untuk menghadapi mahkamah yang dikendalikan oleh hakim yang boleh dibeli.

9. Ada beberapa kes lain – ada yang masih belum selesai, iaitu masih dalam proses pembicaraan – yang juga tidak kurang besar pengaruhnya terhadap sentimen dan pola pemilihan rakyat dalam Pilihan Raya Umum Ke-12. Tidak usah saya sebutkan kes-kes itu – saudara sekalian yang membaca surat khabar tentu mengetahuinya. Apakah Respons Kita Terhadap Kemerosotan Kuasa Politik UMNO Ini?

10. Sampai saat ini, setelah hampir sebulan UMNO dan BN mengalami ‘malapetaka’ politik yang dahsyat itu, tidak ada apa-apa tindakan yang diambil oleh pucuk pimpinan parti untuk membincangkan sebab-sebab mengapa ‘malapetaka’ itu berlaku pada UMNO dan BN. Tidak ada usaha untuk mengajak para perwakilan UMNO dari semua peringkat – peringkat Bahagian dan Cawangan – untuk mengadakan proses muhasabah secara terbuka, secara kritis tetapi tenang. Matang dan rasional, tidak beremosi, dari hati ke hati sesama anggota parti sendiri, membincangkan ‘masalah rumah’ sendiri ini, dan mencari jalan yang baik dan benar dengan tujuan untuk memperbaiki diri dan menghindari berlakunya kejadian yang lebih buruk lagi baik sekarang mahu pun dalam Pilihan Raya Umum akan datang.

11. Kita mendengar bermacam-macam reaksi, pandangan dan keluhan, kritik dan tuduh menuduh dari orang-orang perseorangan UMNO, yang paling banyak ialah dari beberapa orang pemimpin dan menteri UMNO. Ada yang mengatakan bahawa kita sebenarnya tidak kalah, kita masih menang; ada yang berkata, ‘BN akan bangkit semula untuk menebus kekalahannya’; ada yang menyalahkan orang Melayu yang memilih parti lain, dan berkata orang Melayu itu ‘tidak mengenang jasa’ (tidak tahu saya ‘jasa siapa dan apa’); ada yang menyalahkan generasi muda Melayu kerana kononnya mereka ‘tidak faham perjuangan UMNO’ atau kerana mereka tidak mendapat berita, maklumat dan cerita yang sebenar tentang kerajaan, UMNO dan BN yang disiarkan dalam surat khabar arus perdana, tetapi membacanya dari blog-blog ‘anti kerajaan’ dan ‘anti UMNO’ dalam Internet.

12. Jadi, nampaknya, kita masih mengekalkan fiil dan budaya lama, fiil tidak mahu memeriksa kesalahan dan kelemahan kita secara kolektif, secara rasional, bijak dan cerdik. Kita mencari kesalahan orang lain, kesalahan pengundi, kesalahan parti lawan. Para pemimpin parti – walaupun tidak semuanya – cuba menutup suara rakyat akar umbi UMNO, tidak mahu mendengar pandangan dan kritikan dan teguran mereka. Kita pergi ke sana ke mari menyebarkan propaganda dan dongeng bahawa parti akan rosak jikalau ahli akar umbi UMNO tidak menyerahkan segala masalah yang dihadapi oleh UMNO sekarang kepada pucuk pimpinan untuk ditangani dengan sebaik-baiknya – mereka diseru supaya memberikan kepercayaan kepada pucuk pimpinan. Apakah mereka tidak sedar bahawa yang menjadi punca besar kelemahan UMNO yang membawa kepada malapetaka yang tersebut itu bukan rakyat akar umbi UMNO tetapi ialah kelemahan kepimpinan UMNO, ini termasuk para menteri UMNO, yang setengah-setengahnya tidak mempunyai rekod peribadi, moral dan budaya yang baik. Merekalah yang tidak mahu UMNO berubah; merekalah yang mahu kepimpinan UMNO yang ada dikekalkan, jangan digantikan, jangan ditandingi.

13. Masalah UMNO bukan masalah beberapa orang yang berkepentingan sahaja, tetapi masalah bersama semua ahli UMNO. UMNO bukan kelab golongan elit, golongan hartawan dan peniaga, kelab ‘eksklusif’. UMNO ialah parti politik kebangsaan Melayu. Tugasnya bukan untuk menjaga periuk nasi anggota atasannya tetapi untuk memperjuang, menegakkan, dan memperkukuh tiga tiang kekuatan bangsa Melayu, yang saya sebut tiang Alif, Ba, Ta: Alif bererti Agama, Ba bererti Bahasa, Budaya dan Bangsa, dan Ta bererti ‘Tanah Air’. Apabila UMNO tidak lagi mempedulikan perjuangan Alif, Ba, Ta ini, yang merupakan perjuangan Melayu yang asas, yang fundamental, alamat UMNO akan kehilangan pedoman dan petunjuk daripada Allah dan akanditinggalkan oleh bangsa Melayu.

14. Masalah kita sekarang ialah, bagaimanakah anggota UMNO sebahagian besarnya tidak akan lari meninggalkan kapal yang sedang rosak dan bila-bila masa boleh tenggelam kerana nakhodanya lemah, dan seringkali meninggalkan kemudi atau menyerahkannya kepada anak-anak kapalnya. 15. Anggaplah masalah yang kita hadapi itu sebagai darurat UMNO. Untuk menangani sesuatu darurat kita perlu bertindak segera sebelum darurat itu merebak dan merosakkan seluruh asas tamadun dan perjuangan UMNO yang telah dibina sejak tahun 1946. Kita perlu mengadakan sidang muhasabah dengan segera, melibatkan perwakilan UMNO yang selama ini menjadi nadi dan tenaga raksasa dalam kelangsungan hidup UMNO selama 60 tahun, untuk membincangkan kelemahan dan kesalahan UMNO selama ini dan memikirkan visi baru UMNO untuk menghadapi masa depan yang lebih mencabar. Rakyat hari ini tidak sama lagi dengan rakyat 40 atau 30 tahun yang lepas. Harapan mereka tidak sama lagi dengan harapan ibu bapa atau nenek mereka. UMNO perlu terus relevan dengan cita-cita, harapan dan tuntutan mereka.

16. Saya hendak menyentuh tiga perkara pokok yang saya anggap menjadi punca kelemahan UMNO, terutama mulai tahun 1980-an sehingga akhirnya menyebabkan UMNO (dan BN) nyaris-nyaris terlungkup dalam Pilihan Raya Umum Ke-12. Pertama: Musnahnya Demokrasi dalam UMNO.

17. Ini bermula apabila Perlembagaan UMNO dipinda dengan memasukkan peraturan baru yang menetapkan syarat bahawa anggota parti yang hendak menandingi jawatan Presiden hendaklah mendapat pencalonan sebanyak 30% daripada Bahagian UMNO. Ini bererti calon itu perlu mendapat pencalonan daripada 58 Bahagian daripada jumlah 191 Bahagian UMNO. Tujuannya kononnya ialah untuk mengelak supaya tidak sembarangan anggota parti sahaja, sesuka hatinya dan secara bermain-main akan mengemukakan dirinya sebagai calon Presiden atau jawatan-jawatan lain. Saya tidak fikir anggota UMNO yang tahu diri dan berbudaya dengan sesuka hati sahaja akan mencabar presiden UMNO, lebih-lebih lagi jikalau Presiden itu diketahui oleh semua anggota parti sebagai pemimpin yang baik, cekap, bijak, adil, bersih dan tegas. Sebelum kuota itu diperkenalkan UMNO pernah juga mengenakan peraturan, iaitu calon hendaklah mendapat pencalonan daripada dua bahagian sahaja. Ini ‘peraturan’ yang munasabah dan tidak terlalu ‘undemocratic’.

18. Parti yang wujud dalam negara yang mengamalkan sistem demokrasi tetapi tidak mengamalkan demokrasi dalam partinya sendiri, bagi saya, ini adalah amalan yang bercanggah dan luar biasa. Parti yang tidak mengamalkan demokrasi bererti parti itu menyekat atau tidak menggalakkan tumbuhnya kecekapan dan kreativiti dalam parti itu; anggotanya tidak dibenarkan bersuara untuk menegur pimpinan parti, atau untuk memilih pemimpin yang lebih baik. Orang tidak dibenarkan dan selalunya disekat malah digertak supaya jangan menentang atau menandingi pemimpin-pemimpin parti. Akibatnya parti menjadi beku. Pembaharuan dan kemajuan parti bantut. Kita lebih seronok mempercayai bahawa parti tidak menghadapi apa-apa masalah, parti kita kuat, anggota parti bersatu, dan pelbagai persepsi diri sendiri yang diciptakan secara emosi dan retorik. Orang lebih taat kepada pemimpin daripada kepada parti dan perjuangan parti. Rasuah politik akan dan memang sedang berlaku dalam parti sebagai cara untuk membeli undi atau untuk mengekalkan kedudukan pemimpin yang lemah. Maka lahirlah banyak ‘pak turut’ dan ‘tukang ampu’ dalam parti yang secara tidak bermoral dan berprinsip akan sentiasa memuji dan membela pemimpin walaupun mereka tahu pemimpin itu lemah.

19. Inilah keadaan yang berlaku dalam UMNO hingga sekarang. Setiap kali menjelang pilihan parti, ada sahaja orang dan puak yang menyeru anggota parti supaya jawatan Presiden Parti, atau Timbalan Presiden, Ketua Wanita, atau Ketua Pemuda tidak ditandingi. Sebenarnya mereka tidak berhak berbuat demikian. Memilih pemimpin parti dari peringkat Presiden hingga ke peringkat pemimpin akar umbi adalah hak anggota parti.

20. Jadi, untuk menyelamatkan UMNO dan menjadikannya parti politik kebangsaan Melayu ini terus relevan, cekap, kuat dan maju sepanjang zaman, demokrasi hendaklah dikembalikan dalam UMNO. Saya mengesyorkan dua perubahan: Pertama, kuota yang ada itu dihapuskan dan kedua, parti hendaklah mengawal kerajaan.

21. Ahli UMNO yang memegang jawatan kerajaan tidak boleh lebih berkuasa dari parti. Partilah yang seharusnya mengawal, memantau dan menilai prestasi mereka. Jika mereka menjalankan dasar yang bertentangan dengan dasar parti, mereka boleh dipersoalkan oleh Majlis Tertinggi UMNO. Logik cadangan ini mudah dan jelas: Perdana Menteri, Timbalan Perdana Menteri dan Menteri-Menteri dari UMNO tidak akan memegang jawatan itu sekiranya mereka tidak lebih dahulu dipilih oleh perwakilan UMNO sebagai Presiden dan Timbalan Presiden parti dan oleh rakyat sebagai ahli Parlimen. Kalau P.M yang juga Presiden UMNO menggubal dan melaksanakan dasar yang boleh menjahanamkan bahasa Melayu dan agama Islam, maka dia mesti ditegur dan didisiplinkan oleh parti. UMNO perlu mewujudkan mekanisme yang sesuai dan cekap untuk melaksanakan sistem ‘parti mengawal kerajaan’ ini. Kedua, Dasar dan Visi UMNO hendaklah merentas sempadan kaum, dan tidak dilihat sebagai parti untuk dan bagi pihak orang Melayu sahaja.

22. Dasar dan visi UMNO yang asal, iaitu yang berasaskan perjuangan Alif, Ba, Ta, seperti yang saya sebutkan tadi, tetap dipertahankan tetapi dalam soal untuk memajukan keadaan hidup ekonomi, sosial, pendidikan dan sebagainya untuk rakyat, UMNO hendaklah memprojekkan dirinya sebagai parti untuk kepentingan semua rakyat tidak kira kaum. Kita mahu UMNO menjadi parti supraetnik, parti nasional, yang adil kepada rakyat tanpa mengira kaum tetapi tetap mempertahankan ‘visi tradisionalnya’: iaitu, mempertahankan tanah air (negara ini) daripada penjajahan politik, ekonomi, ideologi dan budaya orang asing atau kuasa asing, mempertahankan bahasa Melayu sebagai bahasa rasmi dan bahasa kebangsaan negara yang faedahnya ialah untuk negara, bukan untuk mana-mana kaum, dan mempertahankan Islam sebagai agama Persekutuan. Dasar dan perjuangan parti UMNO ini tidak menjejaskan hak dan kepentingan kaum lain.

23. Imej UMNO selama beberapa tahun ke belakangan ini dapat kita bahagikan kepada tiga jenis: Pertama, imejnya kepada orang Melayu ialah: UMNO tidak lagi memperjuangkan hak-hak yang menjadi warisan bangsa Melayu sejak dahulu kala. UMNO dilihat sebagai parti yang tidak lagi mempedulikan bahasa Melayu, budaya Melayu dan ekonomi rakyat Melayu yang miskin. Ini memarahkan orang Melayu. Di samping ini orang Melayu juga mula risau dan khuatir melihat kurangnya komitmen UMNO untuk mempertahankan martabat dan kedaulatan institusi Raja-Raja Melayu. Institusi Raja-Raja Melayu ialah institusi yang tertua di Tanah Melayu dengan usianya melebihi 700 tahun dan institusi inilah yang menjadi salah satu penyelamat tamadun Melayu walaupun kita dicabar oleh tiga kuasa Barat, iaitu Portugis, Belanda dan British. Negeri Melayu dan kedaulatan Melayu kekal sampai sekarang kerana adanya institusi ini sebagai penyelamat bangsa. Imej kedua ialah imej UMNO di mata orang bukan Melayu, iaitu: mereka menganggap UMNO ialah parti untuk kepentingan orang Melayu, tidak untuk kepentingan kaum lain; UMNO dianggotai oleh orang Melayu yang ‘fanatik Melayu’, suka menjulang keris apabila memarahkan kaum lain, entah apalah sebabnya. Imej UMNO yang ketiga ialah imejnya sebagai parti yang menggalakkan rasuah politik atau parti ‘orang kaya’ di atas dan parti orang miskin di bawah, parti yang korap, parti yang berkeliaran dengan buaya-buaya darat dan yu-yu laut yang tidak segan silu menyapu dan menelan segala projek dan kontrak kerajaan dan hak rakyat miskin tidak kira kaum. Imej ini dibenci oleh semua kaum, tidak sahaja orang Melayu tetapi juga oleh kaum bukan Melayu.

24. UMNO mesti mengubah atau kalau perlu membersihkan ketiga-tiga imej yang buruk itu. UMNO mesti dipercayai bukan sahaja oleh orang Melayu tetapi juga oleh orang bukan Melayu. Dalam Pilihan Raya Umum Ke-12, kita lihat ada orang dari kaum India dan kaum Cina, misalnya, mengibarkan dan menjunjung bendera PAS, dan mereka mengundi calon PAS di kawasan kuat UMNO. Mengapa? Apakah kerana mereka sudah dipukau atau di-Islamkan oleh orang PAS? Tidak. Mereka berbuat demikian kerana mereka percaya bahawa PAS, berdasarkan prinsip Islam, lebih adil daripada UMNO terhadap kaum bukan Islam. Mereka berkata orang PAS takut kepada Tuhan; jadi mereka takut hendak bercakap bohong atau melakukan dosa kepada makhluk Allah, tidak kira bangsa dan agama. Mereka berkata, Tok Guru Nik Aziz jauh lebih baik, bersih dan amanah daripada kebanyakan pemimpin UMNO Kelantan.

25. Inilah cabaran yang dihadapi oleh UMNO hari ini. UMNO terpaksa menjadi parti yang boleh dipercayai oleh semua kaum. UMNO terpaksa menyaingi parti baru seperti PKR yang dilihat oleh semua kaum – termasuk orang Melayu generasi baru – sebagai parti yang dasarnya ialah keadilan kepada semua rakyat berdasarkan keadaan dan keperluan asas mereka. Ketiga: perangai dan kelakuan budaya, moral dan akhlak orang UMNO perlu diadabkan

26. Kita perhatikan dalam kempen Pilihan Raya Umum Ke-12, kelakuan beberapa calon UMNO tidak beradab. Mereka sombong, bercakap besar, riak, dan suka menabik dada. Seorang calon Parlimen UMNO memberitahu media bahawa matlamat dia ialah untuk memastikan lawannya hilang deposit. Calon ini mengalami kekalahan teruk, diajar oleh pengundi Melayu. Di Kelantan kita dengar bagaimana seorang calon Parlimen yang dekat dengan kuasa atasan di K.L memaki hamun dan menggunakan kata-kata biadab terhadap PAS, khususnya terhadap Datuk Nik Aziz, MB Kelantan. Bahkan seluruh jentera UMNO digerakkan untuk melancarkan semacam ‘perang salib’ terhadap PAS, gayanya seperti perang yang dilakukan oleh Bush terhadap negara Islam.

27. Saya faham, PAS ialah parti lawan UMNO tetapi bukan itulah caranya orang Melayu-Islam cuba mengalahkan pihak lawan sesama bangsa dan sesama agama. Kita adalah bangsa yang berbudaya, beragama Islam, beradab. Orang Melayu – bahkan orang bukan Melayu dan bukan Islam pun – meluat dan menyampah dengan fiil dan kelakuan sombong bongkak itu. Kita tidak diajarkan cara bagaimana hendak memikat hati pihak lawan. Kita seolah-olah menggunakan budaya dan taktik samseng. Akhirnya, kita kalah – kalah lebih teruk daripada dalam tahun 2004, bukan kerana dasar UMNO tidak baik tetapi kerana orang UMNO itu yang tidak baik, dan merekalah yang merosakkan imej parti.

28. Saya rasa kelakuan yang semakin biadab itu timbul daripada beberapa sebab, antaranya dapat kita sebut: (a) kerana terlalu yakin pada kekuatan parti – dan tidak nampak apakah kelemahannya – lalu orang-orang seperti itu berasa megah, berani bercakap besar dan memberi tahu pengundi ‘Aku akan menjadi Menteri Besar’ atau akan menjadi menteri jika dipilih; (b) ekonomi pasaran atau ekonomi kapitalisme sudah menjadi alat politik UMNO untuk memperkayakan orang-orang tertentu dalam UMNO untuk kepentingan kepimpinan, tidak untuk kepentingan rakyat dan anggota akar umbi UMNO. Jiwa dan roh Melayu orang UMNO mulai digantikan dengan ‘rohperut’ . Wang menjadi alat permainan politik dan kuasa dalam UMNO.

29. Jadi, untuk menyelamatkan UMNO, kita kena buang segala anggota UMNO di atas itu yang jahat, yang korap, yang tidak berbudaya dan berakhlak tinggi, dan yang tidak bijaksana. Ada orang boleh jadi geliga otaknya, lulusan dari Oxford, Harvard dan sebagainya, tetapi tidak bijak, tidak pandai, tidak cerdik budaya. Orang ini tidak layak diangkat oleh UMNO untuk menjadi pemimpin mereka. Mengapa? Sebabnya mereka tidak mempunyai ‘roh atau semangat Melayu’ yang cukup dalam dadanya, tidak bijak, tidak pandai bercakap dan berhujah dengan rakyat. Mereka mungkin layak menjadi penyelidik akademik, tetapi tidak layak menjadi pemimpin bagi bangsa Melayu-Islam yang mempunyai nilai-nilai ketimurannya yang tersendiri, yang perlu difahami oleh sesiapa yang hendak menjadi pemimpin orang Melayu.

30. Mungkin banyak lagi perkara yang perlu dibincangkan oleh UMNO yang menjadi punca kelemahan UMNO. Kita tidak boleh menyerahkan semua perkara ini kepada beberapa orang pemimpin sahaja untuk memikirkannya. Mereka boleh jadi tidak mempunyai ‘feed-back’ yang cukup, yang benar, yang ikhlas dari bawah, dari anggota akar umbi UMNO, untuk mengetahui apakah yang sebenarnya berlaku dalam UMNO yang menyebabkan parti nyaris-nyaris tersungkur dalam Pilihan Raya Umum Ke-12.

31. Inilah sebabnya mengapa saya menggesa supaya Perhimpunan Agung Khas itu diadakan sebelum Perhimpunan Agung UMNO diadakan. Kita tidak mahu nanti perwakilan yang datang ke persidangan pemilihan itu datang seperti fiil lama, tidak mengetahui apakah kelemahan dan masalah UMNO, lalu mereka memilih atau disuruh memilih calon-calon yang sama, yang lemah untuk memimpin parti.

32. Kalau begitu gayanya, saya khuatir kita akan mengalami malapetaka yang lebih buruk lagi.

PAKATAN RAKYAT

Leaders of DAP, PKR and PAS met in Petaling Jaya today and took the logical next step of the March 8 political tsunami – proposing the establishment of a new front of the three political parties to be tentatively known as PAKATAN RAKYAT.

A joint statement issued after the meeting reads:

The leaders of KeADILan, DAP and PAS met today in furtherance of the meeting held on the 18th of March 2008.

Today’s meeting was attended by, among others, Dato’ Seri Anwar Ibrahim, YB Lim Kit Siang, YB Dato’ Seri Tuan Guru Haji Abdul Hadi Awang and YB Datin Seri Wan Azizah Wan Ismail.

In today’s meeting, we have proposed to consolidate the cooperation between the three parties under the name “PAKATAN RAKYAT”. This name has been proposed pending confirmation by the respective parties.
Pakatan Rakyat pledges to uphold the rights and interests of all Malaysians, regardless of religion or race, as enshrined in the Constitution.
With the results of the recent elections, the state governments of Kelantan, Kedah, Pulau Pinang, Perak and Selangor will be known as Pakatan Rakyat state governments. The policies of these governments will be conducted in accordance with the policies of Pakatan Rakyat.

To further mutual understanding regarding such policies, a convention of all Pakatan Rakyat elected representatives of Parliament and State Assemblies will be held on the 27th of April 2008.

We have developed and strengthened the structure of Pakatan Rakyat by creating under the Leadership Council, consisting of the leaders of the three parties, a Joint Secretariat consisting of three leaders from each of the three parties. This joint Secretariat will be tasked with building the foundation and framework of the Pakatan Rakyat for ratification by the Leadership Council.

KENYATAAN PIMPINAN PARTI PKR, DAP dan PAS

Pimpinan tertinggi parti-parti PKR,DAP dan PAS hari ini telah mengadakan mesyuarat sebagai lanjutan daripada mesyuarat yang telah diadakan pada 18 Mac 2008.

Mesyuarat hari ini dihadiri antara lain oleh Dato’ Seri Anwar Ibrahim, YB En Lim Kit Siang, YB Dato Seri Tuan Guru Haji Hadi Awang dan YB Datin Seri Dr. Wan Azizah Wan Ismail.

Pada mesyuarat hari ini kami telah mencadangkan untuk memantapkan lagi kerjasama ketiga-tiga parti ini atas nama PAKATAN RAKYAT. Nama ini telah dicadangkan dan akan disahkan setelah ketiga-tiga parti mendapat persetujuan pimpinan masing-masing dalam masa terdekat ini.

Pakatan Rakyat juga berikrar akan memperjuangkan hak dan kebajikan semua rakyat tanpa mengira agama dan kaum seperti yang termaktub dalam Perlembagaan Negara.

Dengan keputusan pilihanraya yang lepas, kerajaan-kerajaan negeri Kelantan, Kedah, Pulau Pinang, Perak dan Selangor akan nantinya dikenali sebagai kerajaan negeri Pakatan Rakyat. Dasar-dasar utama kerajaan negeri ini akan diselaraskan sesuai dengan dasar-dasar Pakatan Rakyat.

Bagi memantapkan pemahaman atas semua dasar, wakil-wakil rakyat Parlimen dan Dewan Undangan Negeri ketiga-tiga parti akan mengadakan satu konvensyen pada 27 April 2008.

Kami juga memperkemas dan memantapkan struktur Pakatan Rakyat dengan diwujudkan di bawah Majlis Pimpinan yang terdiri daripada ketua-ketua tiga parti, sebuah Sekretariat Bersama yang akan diwakili oleh tiga pimpinan daripada setiap parti. Sekretariat Bersama ini telah ditugaskan untuk membina asas dan kerangka pakatan untuk disahkan oleh Majlis Pimpinan nanti.

冠英出狱记

仅仅10个月前,冠英要我向砂州党员与支持者传达一个讯息:“告诉他们不要对我的命运绝望!请告诉他们,他们可以打断我的背,就是不能摧残我的灵魂!”
那时候,张守江与我到加影监狱,跟冠英针对其法律案件交流了1时45分钟。这个案件导致冠英丧失自由、国会议员资格、专业职务、退休金,还有很多很多东西。这是政治领袖所作的最大牺牲。整个见面的过程让人伤感却不失其意义。
1999年8月25日标志着整整一年的监刑结束。当时,张守江、黄新楠与我很荣幸地代表砂州民主行动党前往加影欢迎冠英归队。
平时寂静的加影市镇当天显得非常热闹。数千个男女老少沿着路旁一直列队到加影监狱。他们来自社会各阶层,包括马来人、华人与印裔社群。整个路段到处可见用英文、华文、马来文与淡米尔文字眼书写的布条。与此同时,放眼可见民主行动党、人民公正党、回教党、人民党的党旗。
这是非常历史性的一天。在马来西亚历史上,从来没有数千名各族同胞与各政党支持者,自愿前来欢迎一个服刑出狱的罪犯。从来没有国人能够抬头挺胸,毫不羞耻地欢迎一个刚出狱的罪犯。当然,从来没有国人会公开对一个出狱的囚犯喜极而泣!
然而,这个囚犯并非一般的罪犯。他是林冠英!他就是国际大赦组织所宣布的良心犯!
我们几个人在一大片人潮中缓慢前进。我们根本没有选择,只好慢慢地走着走着。
我忽然看到有个失明男子持着拐杖走在我前面。我不曾见过他。我直觉地牵着他的手,引领他慢慢地走下去。数十架相机对准这个镜头拼命按下快门。我问他是否能看到周遭发生什么事吗?他给了我一个很惊讶的答案:“不,我根本看不到,但我可以感觉到。我可以感受到自由的空气。我可以感受到冠英自由了。这就是我所要的一切。”
随着越来越多人围住我们,我不知道我牵着他的手何时被甩掉了。不过,我肯定还会有其他人愿意充当他的眼睛。
大约9时45分,冠英抵达了。当他在数千人的欢呼声中,站上马赛迪宾士轿车的顶部时,他挥拳并以坚定的语气向在场所有人高喊:“冠英克服了所有的苦难。没有人能够折断他的腰,更何况是摧残他的灵魂。”
正当冠英用三语发表演说时,群众欢呼及不停地高喊。我们到处可听到“烈火莫熄”的呼声。距离现场50尺,联邦后备队整装并全神聆听。他们根本不担心整个场面会出乱子。他们旁边站着整辆罗里的印裔园丘工友。我们很少有机会看到这些人竟会聆听一个囚犯所发表的演讲。
当冠英演讲时,不见任何交通工具移动。在不远处,有一辆加影监狱的巴士困在人潮当中。坐在巴士车内的狱卒摇下车窗,专心聆听其曾经看管的囚犯正在说些什么。
由始至终,林吉祥站在冠英背后,就是为了确保冠英能够在车顶上站稳脚步。当时的林吉祥似乎很难控制其情绪。这些年来,他一直是个具有爱心及慈祥的父亲。
如今,冠英不再是个犯罪的囚鸟,反而是个英雄,更是一个奇迹!
冠英升放上空的数百粒的汽球,象征着其个人解放及迈向自由之路。
随着这些汽球在加影市镇的上空徐徐上升后,人潮是时候解散了。除了高喊“烈火莫熄”及“粉碎国阵”之外,许多不曾见过的人还纷纷向我们道别!我们这几个人竟要耗超过一个小时才能离开加影。
我们永远会记得加影这个小镇,曾经在如此重要的日子促使种族团结及互助。
当我们抵步时,民主行动党总部安排了许多的仪式和节目。
中午12时30分左右,冠英及其家人抵达民主行动党总部,获得在场所有领袖、党员与支持者报以如雷掌声。这些挤在红色帐蓬下的人物,无不钦佩冠英所展现的勇气和抱负。
当然,他们更对冠英尽管要面对长达12个月的监刑,却没有放弃其政治信仰感到骄傲。
这又是另一场铿锵有力的演讲。跟他入狱前一样,整篇演讲不乏爆发力、尖锐度及敏感性。这就是他所发表的最佳例证:
今天,我没有以低头丧气的姿态,更没有以动摇的信念从加影监狱走了出来。就像十多年前一样,监狱的围墙从来没有办法阻止真理、公正及正直的火焰,在我们的内心深处不断燃烧。监狱的围墙绝对无法恐吓我们,或扼杀我们要为正义奋斗到底的决心,直至法治而非残暴统治的局面得以在马来西亚彰显……今天,我以一般平民的身分从围墙内走了出来。我失去了很多,我同时也学会更加懂得忍耐。然而,我要感谢双亲、兄弟姐妹、太太及孩子在心痛之余,仍然给予我无限的支持。若没有他们,我今天绝不可能站在这里……
滴答……滴答……眼泪不听使唤地掉到其摆在桌面上的讲稿。这些眼泪都是为其个人及家人所要承受的种种不公平待遇而掉的。
冠英没有被这些泪水所击垮。他咬紧牙关地讲下去:
我要告诉在场的所有朋友,尤其是民主行动党亲爱的同志,不要对我个人的遭遇感到绝望。任何没有代价的成功是没有价值的!
请以我所承受的遭遇为荣,并让我们继续为民主、真理与正义斗争下去。我坚信这些困着我的铁窗及围墙,将能够激励你更加勇敢及毫无害怕地为党继续奋斗。
我们有理由对本身长期为是非对错而斗争感到骄傲。让我们感化所有马来西亚同胞,要他们跟我们一样:为真理斗争并严惩犯错者!
马来西亚的明天肯定会更好!
有谁能够怀疑他的诚意?当然,有谁能够怀疑当时在场给予丈夫无限量支持,让他出狱后可以继续展开政治斗争生涯的周玉清呢?
对冠英而言,这一天是非常感动人心的。当然,争取自由是要我们付出代价的。当他的话刺透在场每个人的赤子之心时,我可以听到周围许多人的泪水都掉了下来。
我再看看前方,竟然发现那位持着拐杖的失明男子,再次出现并坐在我前面。他低着头,把一只手掩在鼻尖上,而泪水却不听使唤地掉了下来,湿透了其裤管的一端。我敢肯定他体验到自由的可贵,及因争取自由而要付出的代价。
“冠英同志,欢迎回来!”这是我唯一可以对他脱口而出的一句话。

Untold Story about Guan EngI had written 2 paragraphs about my visit to Guan Eng when he was serving his sentence in Kajang Prison. I made that visit in October 1998 together with Chong Siew Chiang.
I had merely written that during that visit in Kajang Prison, Chong Siew Chiang and I had a heart to heart talk with Guan Eng for 1 hr. 45 minutes in respect of his legal case which had cost him his freedom, political office, professional career, pension and much else besides.

I had said that it was a sad but eventful meeting. I was economical in my words.

There is one aspect of my visit to Guan Eng that day that I did not write about. Actually, I could not write about it, because it was so, so humiliating and sad. I did not write about it because Kit Siang did not want me to see it. But I did see what Kit Siang desperately tried to let me not see it.Kit Siang was supposed to drive us to Kajang Prison. He was busy that morning and our departure from our HQ was delayed a little. Kit Siang was speeding like nobody’s business. When we arrived at the Prison, we “checked” in at the office. It was at this time that I saw the prisoners walking out in their prison uniform for row calls at the wardens’ office. They had to squat in rows, every time and every day that they did so, and the prison wardens would call their numbers.

As I walked in, I saw the familiar face of a prisoner with an unfamiliar crew hair cut. He was squatting at the front row. Both his hands were placed over the back of his head …

We had a split second eye contact but I pretended not to see … It was very dissimilar to those other cases when I was required to visit the prison as a lawyer.

Half an hour later, we met. Kit Siang did not join us. I would not know where he had gone to. Guan Eng started by saying that he wanted me to send a message to Party members and supporters in Sarawak not to despair over his fate. “Tell them that they can break my back, but they cannot break my soul.”

As we discussed his case, I knew that he was not well at all. He was pale and complained of body pain. He also complained that he had not consumed sufficient salt, the food being tasteless. We were worried that his fragile body won’t take him through. We were concerned about his safety in there. He assured us that the inmates there had treated him alright, that they all knew that he was wronged.

It was unbelievable that even when he was at the pit of his life, he had his heart for the Party members, in our case, the comrades in Sarawak.

We told him our view about the legal case. It was clear to us that he was fated to sit behind bars for another 10 months. He knew as much. Royal pardon was out of question.

As Kit Siang drove us away from the Kajang Prison, he made sure that we had a taste of the signature food of Kajang town – satay. At the coffee shop, Kit Siang greeted the town folks who wished him well and to remain strong, but in his leaner body frame, I saw the pains that he had endured. Political adversaries had long accused him of cronyism and nepotism, and the building of a Lim dynasty. The fate of his son losing everything after standing up for a Malay girl who was raped by a Chief Minister, and having to languish in jail for 18 months, showed the cruelty and venom of those accusations.

Siew Chiang was habouring many questions inside his chest and it took a long time for him to break his silence. He asked Kit Siang why he was speeding desperately this morning. Kit Siang then told us. He wanted to make it to the Prison before the row call. If we had made it in time, our meeting could begin, and Guan Eng would not have to take part in the row call. During the row calls, the prisoner had to squat in a row, hands behind the head … As the father, Kit Siang did not want us to see his son in that moment of ultimate humiliation.

Siew Chiang told Kit Siang that he did not see Guan Eng in the row. I said I did not also. Then Kit Siang told us where Guan Eng was squatted. He sped, because he had not wanted us to see the ultimate humiliation to his son, but I had sinned with my eyes.

The signature satay was tasteless to me amidst cries of injustice that innocent people had to suffer. On our way home, there was hardly any communication between us. Our hearts were heavier than lead. In my mind, I saw the flashes of a prisoner, hands behind his head, his face so familiar, squatting in the row like other inmates. I repeatedly asked myself whether Guan Eng deserved this. Why should I see that moment in his life when his father had wanted me not to? But that was what it was, for Guan Eng had endured that humiliation for 365 days.

It was after midnight in Kuching not long after Guan Eng’s release. We had finished our party function and all were hungry for supper. We found a little place in order to replenish our tummies. There was no food left except plain porridge. I ordered some, teasing Guan Eng that the porridge must be better than what he was used to in Kajang. Guan Eng cursed me for reminding him of what he had gone through.

That day about 2 weeks ago, when I stood for photograph with YAB Lim Guan Eng behind his Chief Minister’s desk in Penang, I recalled what I had seen of this man. From a humiliated prisoner, he had been vindicated by the powers in the people’s hands.

Much that YAB Lim had never responded to anything I said about his less than glamorous times behind bars, he will always remember the ultimate humiliation that a person had gone through. He will know the true meaning of justice.

In less than 10 years, God has shown YAB Lim Guan Eng the way. May YAB Lim now shower mercy and love to the great people of Penang.

Why does Najib look so glum?

He looks glum in every photograph, as if he carries the weight of the world on his shoulders. Why is Malaysia’s prime minister-in-waiting Datuk Seri Najib Tun Razak so downcast? To be sure, every Barisan National leader has looked dejected after Election 2008 destroyed forever the myth of the invincibility of the ruling coalition and its power-sharing formula.

But Malaysia’s Number 2 was one of the few BN politicians to come out of the polls with some credit. He retained his Pekan seat by a solid 26,000 majority and is being acknowledged by the grassroots as the one Umno senior politician who has shown leadership qualities over the past 24 months. And despite some political careers lying in ruin after the polls, he is closer to the top job than ever before (the smart money says that Abdullah Ahmad Badawi will pass the baton to Najib in mid-term). So then why does he look so down?


Perhaps he knows that he will not come out of any political battle for Umno unscathed. Since the Abdullah-Mahathir spat erupted into the open two years ago, there have been feelers from the Mahathir camp for Najib to show his independence. In political parlance, it means to distance himself from the Prime Minister. The DPM ignored these messages.

But after March 8, several messages have been sent to Najib and his friends through intermediaries, who say they are acting on behalf of Dr Mahathir. Some of them have been of the harmless variety, suggesting that he set a timetable for the handover of power from Abdullah. Others have carried more menace for Najib.

Political pundits and Umno politicians argue that it makes little sense for Najib to move against Abdullah for several reasons. He knows that the party is in a bad state, disoriented by the new political terrain, hungry for a scapegoat and fearful of Anwar Ibrahim’s re-emergence. If he takes on Abdullah and wins, he could end up inheriting a shell of a political party.

If he plays the loyal deputy, it will be a matter of only one or two years before he takes over. And even if Abdullah fails to strengthen the party and is dumped unceremoniously just after the general assembly in December, Najib will be given the benefit of doubt by the party faithful. So in theory, Najib is in a good place.

But in the cut-throat world of Malaysian politics, Najib knows that he is facing the most challenging time of his political career, which began abruptly at the age of 23 after the death of his father, Tun Abdul Razak, Malaysia’s second prime minister.

He knows that by choosing to remain loyal to Abdullah, he is now fair game for Tun Dr Mahathir Mohamad and Tengku Razaleigh Hamzah. When Mahathir unloads next against Abdullah as he will with increased frequency and intensity, there could be some choice references to the Number two.

This could be related to the murder of Mongolian model Altantuya Shariibuu. Najib’s confidante Abdul Razak Baginda had an affair with the woman and is among those implicated in this case which drew international media attention. The DPM has been accused by the opposition of knowing Altantuya and being involved in a move to cover-up her murder. He has denied these allegations fervently. But if Dr Mahathir and his supporters in Umno raise questions about the murder, it could carry more sting because the accusations are being made by party men.

Also, there is a possibility that Dr Mahathir and Tengku Razaleigh Hamzah could question Najib’s fitness for top office by raking up some accusations of the past about defence contracts, his wife’s role in business, etc.
So some say maybe the easiest option for Najib is to throw in his lot behind Mahathir and Ku Li and force Abdullah out of office. But this equation may not be helpful to the suave Defence Minister because he may have to accept Ku Li as the president of Umno and Mahathir as the power behind the throne. Effectively, this will relegate him to third in line.

Also, it would be unrealistic to think that Abdullah and his supporters will remain silent if Najib decides to switch camps.

So perhaps now we can understand why the glum look. Damned if you do, damned if you don’t. Najib knows that in this season of fighting and contests, he will be hit by shrapnel from the enemy attack. The question is how severe will the wounds be.

PM visits Penang, greeted by CM

Prime Minister Datuk Seri Abdullah Ahmad Badawi was greeted by a crowd of about 300 people, including Chief Minister Lim Guan Eng and his wife Betty Chew, when he returned to Penang for the first time since the general election.

Also present to greet Abdullah upon his arrival at the Penang International Airport at 6.15pm Saturday were Deputy Chief Ministers Mohammad Fairus Khairuddin and Dr P. Ramasamy, former Chief Minister and state Barisan Nasional chief Tan Sri Dr Koh Tsu Koon, state Umno liaison committee deputy chief Datuk Abdul Rashid Abdullah and secretary Datuk Azhar Ibrahim who is state Opposition Leader, and various elected representatives and political party leaders.

Lim said Abdullah was gracious and congratulated him and Dr Ramasamy, and he introduced Mohammad Fairus to the premier.

He also mentioned that he would be calling on Abdullah in Putrajaya at 10am on Thursday to discuss state-federal relations.
Abdullah then proceeded to Tasek Gelugor for a thanksgiving dinner.

杜乾焕为两线制提出谏言:行动党公正党合并不容缓

前民政党槟州行政议员杜乾焕博士公开向民主行动党和人民公正党提出谏言,认为两党最低程度应该要进行合并,以及和回教党保持合作,组成一个强大的在野阵线,以便继续施压国阵更趋向开放、透明和实践问责制。他指出,我国过去由巫统一党独大,加上国阵内部其他领袖无法针对巫统的无理之处争辩和提出反对,在野党上台执政后应把握好的开始。

壮大中间势力制衡回教党
他认为,两党不必对回教党有所恐惧,若合并后能够壮大中间势力,就可以反对回教国的概念,更何况回教党内的不同派系也不全然认同保守派建立回教国的概念。杜乾焕是昨晚在槟州华人大会堂,为人民之声槟城支部主办的《大马民主路在何方?》讲座会上主讲时,如此表示。
另两名主讲人是选举政治学者暨维护媒体独立自由撰稿人联盟主席黄进发及日落洞国会议员黄泉安,主持人为前学运组织秘书李发成。此场讲座共吸引约400人踊跃出席聆听。他说,民政党遭受创党40年以来最糟糕的挫败,主要是老百姓在经济上面对通货膨胀、财富分配鸿沟扩大、治安不靖及公正党实权领袖安华发挥其领袖魅力,而得到各族支持所致。“这次的选举成绩是项好成绩,虽然身为民政党员,我应该感到伤心,但作为一名爱国者及从拥护民主的角度来看,我欢迎这样的成绩。”“国阵在国会被否决2/3多数议席的成绩告诉我们,两线制有可能在大马落实,我也希望如此。唯有两线制,才可开创一个更具竞争性的政治制度。” “若两大阵线能真正针对国家发展趋势等议题,如通货膨胀、制造就业机会、开拓民主空间进行辩论,就可巩固我国的民主制度和提供更多意见和出路。”

摆脱种族政治赢混合选区
杜乾焕也提到,现今的局势显示,大马可能摆脱种族政治。根据他在选前研究雪兰莪的选民结构,一直认为行动党难以在马来选民占35%至40%的选区胜出,毕竟类似的混合区一向都是国阵的堡垒选区。他进一步指出,马华民政以前都抢在这些选区上阵,但是这两个国阵成员党却在这届大选近乎全输,只有翁诗杰频着个人鲜明的形象,成功在班登国会选区微差胜出。“所以,有勇气站出来讲话和反对的领袖,将得到人民的支持。”

忧巫统极右派“搞事情”
然而,杜乾焕也提出其对我国政局发展趋势的忧虑。他担心,巫统党内种族主义的极右份子或会“搞事情”,即藉著进行党内的恶斗,而朝往更种族主义和独裁的路线,毕竟他们心中所属意的是过去的霸权政府。

讲座遭“小拿破仑”
阻挠原本这场由人民之声槟城支部主办的讲座,本欲借用槟城政府属下的爱心大厦举办,不过却遭槟州秘书处副秘书莫哈末尤索夫(Muhammad Yusoff Wazir)强行取消。人民之声槟城支部协调员刘素希指出,主办单位是在3月26日晚上近10时才接获爱心大厦的电话,宣传接获指示取消人民之声讲座。刘素希向《当今大马》表示,槟州秘书处副秘书莫哈末尤索夫(Muhammad Yusoff Wazir)是在一封公函中声称人民之声租借场地的申请违反了两项条例:
(一)任何与政治有关的活动不可以使用爱心大厦的设施;
(二)政府或公共建筑物不可用于举办质疑,或反对联邦或州政府政策的活动。
题为“第十二届大选分析--马来西亚民主路在何方?”的讲座,分为华语环节及英语环节,分别原定在3月28日及29日于爱心大厦举办。随着这项变化,这两场讲座将会移到槟州华人大会堂进行。华语环节的主讲人包括杜干焕、黄进发及黄泉安。隔日举行举行的英文讲座主讲人则是黄进发及国民醒觉运动(Aliran)执委阿尼尔涅多(Anil Netto)。刘素希强烈谴责强行取消人民之声主办的讲座有违民主法则,同时也是毁约的行为。她指出,身为州秘书处却如此树立不良的典范,甚至通过爱心大厦的工作人员放话,说他们有权力随时取消任何一场的活动,“州秘书处不应该禁止人民讨论大选的课题,更何况,关心国家政治是每个市民都应尽的责任。”

主流媒体充国阵竞选喉舌 选民不受影响反站对立面

独立新闻中心执行主任雅嘉特莉(V. Gayathry)指出,尽管国内主流媒体尤其是电视台和报章在第12届大选的报导中明显的倾向国阵,可是选民的选择不仅不受这些媒体影响,反而站在主流新闻和报导的对立面。“这现象显示人民不再相信受政府控制的媒体,媒体业者若要继续生存和发展,就必须站稳捍卫新闻自由的立场,为读者提供不偏颇的报导和言论,并促进媒体之间的良性竞争。”她是于今日上午11时假该中心办公处举行的记者会上,公布“2008年大选媒体监督”报告时作出上述表示。独立新闻中心联同媒体独立撰稿人联盟(WAMI) 和人民醒决运动2000年宣言(CHARTER 2000-ALIRAN)针对六大主流报章在第12届大选中的新闻报导和言论处理,进行了数量和质性的研究及监督。媒体放大国阵对选民的恐吓雅嘉特莉表示,和1999年与2004年的大选比较,主流媒体受制于政府言论和立场的限制和偏颇并没有改善,她还观察到这些媒体甚至有意放大国阵对选民所进行的恐吓,充当国阵议程的传声筒,因此她表示,“人民在3月8日对国阵的否决其实也是对主流媒体的否决。”纳入这项监督范围的“主流媒体”包括主要的英文、国文和淡米尔文报章,不含中文报章。它们是英文报章《新海峡时报》、《星报》、《太阳报》、马来文报章《马来前锋报》和淡米尔文报章《马来西亚南班》(Malaysia Nanban)和《麦卡奥赛》(Makka Osai)。雅嘉特莉透露,志愿工作人员针对该六分主流报章的选举新闻、评论、编辑言论、读者来函及图片的3千808个项目进行了监督和分析。监督日期是从提名日(2月24日)截至投票日(3月8日)。星报新海峡时报最亲国阵她透露道,“调查显示在所有英文报章中,《星报》的立场最倾向国阵,它提供给国阵内容的版位多达63.12%,在野党的版位仅5.5%,其余的31.31%版位则为中立的资讯。”她揶揄的说,“这份由马华拥有的报章给予巫统的版位比马华还多,分别为15.60%和12.42%,他们为攻击安华的言论所提供的版位也多达2.49%。另外,《新海峡时报》为在野党提供的版位稍微多一些,但也只占5.9%,反观其支持国阵的版位高达60.29%。和前两者相比,《太阳报》的偏颇情况相对的不那么严重,它倾向在野党和国阵的版位分别占16%和40.87%。”雅嘉特莉也表示,淡米尔文报章并不如想像中那样的突显兴权会(HINDRAF)事件的报导和言论,它们大量报导印裔社群所面对的问题,和兴权会有关的版位却只有3%。她说,整体上两分淡米尔文报,既《马来西亚南班》及《马嘉欧赛》和国文报《马来前锋报》一样,倾向于国阵的报导和言论都非常高,各占70%、66%和82.29%。雅嘉特莉表示,除了上述问题,主流媒体对议题和竞选宣言缺乏深入的分析和评论;它们花更多篇幅在讨论候选人的个性和一些缺乏根据的猜测上,而甚少对议题进行有意义的辩论和探讨。放大报道詹德拉对安华指责该项媒体监督也对NTV7电视台和RADIO24的报导进行了一些观察,发现两者在竞选初期都有为在野党的声音提供管道,可是一旦靠近投票日,在野党的新闻就彻底被封杀了。雅嘉特莉表示,“有趣的是,《新海峡时报》为民主行动党提供的版位比人民公正党多,尽管如此,所有在野党的版位加起来还不及阿都拉和纳吉版位的一半。”“我们也观察到,沙巴和砂拉越的主流媒体大量刊出一些恐吓选民的国阵广告和言论,而詹德拉对安华的指责也获得大篇幅的报导。”肯定《当今大马》持平报道至于网路媒体方面,雅嘉特莉充份肯定了《当今大马》等英文媒体的表现(未对中文网路媒体作观察),她说,“虽然有人声称《当今大马》明显的倾向人民公正党,可是我并不这么认为,基本上它的报导还是持平的。不过,或许是因为时间的限制,而无法从更广的角度出发,来提供报导”。雅嘉特莉还提出了至今她还是感到不解的现象,她说:“很多主流媒体的记者似乎对人民公正党特别排挤,这是我百思不得其解的”。她表示,一项值得关注的事是,未来媒体将如何对待国阵的态度。“人民已表明了态度,他们需要公正的媒体,而各主流媒体的总编辑和它们的业者要么迁就读者,提供批判性的报导和言论,要么继续屈服在国阵所设下的种种限制中。”因此,她给主流媒体提出了三项建议:(1)做回传媒的本分─意味著尊守媒体从业的操守和道德准则乃改进媒体公信力的第一步。虽然90%以上的主流媒体报导皆偏向国阵,却无法影响选民的现象,应证了媒体没有扮演好本分。(2)竞争并非坏事─是时候鼓励更多的出版和传媒的产生,以便能促成媒体的良性竞争。(3)废除限制新闻和言论自由的诸恶法。

MSM Boycott : A reader’s suggestion to hit BN companies where it hurts

I am writing in response to your call to boycott the local newspapers.

Since the end of last year, I have stopped subscribing to any local newspapers. However, even if everyone were to boycott the MSM, I believe that this would not be enough.

The point of a boycott is to punish the newspapers for spreading lies. The boycott would deprive them of profits and put a halt to the propagation of the newspapers. The further boycott by the advertisers would hurt them even more. Nevertheless, this is a corrupt government that we are dealing with who would stop at nothing to see their propaganda go through including diverting public funds to the newspapers to ensure publication continues.

Therefore, it is imperative that we call for a boycott of not only the newspapers and TV stations, but all BN owned businesses and companies. This would deplete their coffers faster. Without money, their efforts to smear and discredit the others, who are truly working towards a better Malaysia, cannot continue.

I urge you to consider what I have said here.

I am currently compiling a list of companies and businesses owned by these goons. Hopefully, soon I will have enough on my list to publish for the public to take action against them. Smaller companies will feel the effects sooner than the larger public listed companies.

Nevertheless, the effects will soon be felt by all if we persist and fight hard to bring down the liars.

Mahathir lambasts Abdullah over fight with palace

ANOTHER arrow was shot yesterday at embattled Prime Minister Abdullah Badawi - this time, it came from his predecessor Tun Dr Mahathir Mohamad.


The former premier wrote a letter, published on the front page of the Sun newspaper, lambasting Datuk Seri Abdullah's clash with the palace in the appointment of the Terengganu chief minister.
The Sun, a feisty free tabloid, was in January bought by Tan Sri Vincent Tan, a tycoon said to be close to Tun Dr Mahathir.


Tun Dr Mahathir in his letter referred to talk about the Sultan rejecting Datuk Seri Abdullah's choice for menteri besar because the Premier had allowed a businessman with ties to the 'first family' to benefit almost entirely from the billions of ringgit squandered on lavish projects in the state.

'These are all rumours. It will be quite impossible to prove anything as the perpetrators are skilled at hiding themselves,' Tun Dr Mahathir wrote.

The former premier, who has called on his successor to resign after a disastrous March 8 election result, added that people were trying to find evidence of his misdeeds to 'ask me to shut up'.

Unless there is a frame-up, I think there should be nothing to pin on me,' he wrote.

Tun Dr Mahathir's latest salvo piles the pressure on Datuk Seri Abdullah, who is fending off several attacks following the election, which saw his ruling Barisan Nasional coalition lose control of five states and its two-thirds majority in parliament. The former premier said billions of ringgit in oil royalties to Terengganu had been squandered.

He wrote, 'They say the contracts all went to one person and they are suspicious that behind this person are members of the first family', meaning Datuk Seri Abdullah's family.

He added that, according to rumours, the former chief minister who was Datuk Seri Abdullah's candidate might have benefited financially, and that the Prime Minister may have influenced him into 'doing wrong things'.

Tun Dr Mahathir, 82, is clearly back in the fray after his second heart bypass operation last September.

He first launched an attack on his successor two years ago after several of his initiatives were scrapped, including a bridge to replace the Causeway to Singapore.

The government initially refuted some of his criticisms but eventually ignored them as Umno leaders rallied around Datuk Seri Abdullah.

There was a belief in the party that his influence had waned after he failed to win a low-level election for a delegate's post to the Umno General Assembly in 2006.

But this turned out to be erroneous.

A number of his complaints stuck, especially those relating to former minister of international trade and industry Rafidah Aziz's involvement in giving out car import permits, and the Prime Minister's family.

It was the former premier who first pointed a finger at the Prime Minister's son and son-in-law as having allegedly inordinate influence over him.

They became some of the biggest election issues.

Blogger Raja Petra Kamarudin, a popular speaker at opposition election rallies, said one of Tun Dr Mahathir's statements asking people to vote for the best candidate had wide impact.

The implication was that party loyalty was of secondary importance.

'Whether you want to question his sincerity, that's beside the point. The message reached the ground,' Raja Petra said.

Part of Datuk Seri Abdullah's problems stem from his weak grip on power unlike his predecessor whose strongman abilities kept the country's institutions firmly under control.

Datuk Seri Abdullah's looser grip has allowed the monarchy to assert its power in recent weeks and rebellion to fester in his party and ruling coalition.

The Prime Minister is now facing a possible leadership challenge from Kelantan prince Tengku Razaleigh Hamzah. The prince's chances could be bolstered by an endorsement from Tun Dr Mahathir.

The former premier is, however, still holding off as he prefers Datuk Seri Abdullah's current deputy, Datuk Seri Najib Razak. But Tun Dr Mahathir has not ruled out endorsing Tengku Razaleigh.

Get credible foreign agencies to investigate, says Mahathir

When Barisan Nasional regained Terengganu, the money, now called 'Wang Ehsan' (Goodwill Money, in Malay) was lavishly spent by the federal government on Terengganu. Over these years, (it) totalled several billion ringgit...

Since Barisan Nasional regained Terengganu in 2004 all kinds of projects have been developed. These include The Monsoon Cup, luxury housing for sale to foreigners, Crystal Mosque and theme park, university, etc.

Some of these projects are very good but many are totally unnecessary and wasteful...

The Terengganu people say the contracts all went to one person and they are suspicious that behind this person are members of the first family.

The rumours also say that the previous menteri besar was responsible for these things happening and of course they think that he might have benefited financially. The rumours went on to say that the Prime Minister might have influenced the menteri besar into doing wrong things.

These are all rumours. It will be quite impossible to prove anything as the perpetrators are skilled in hiding themselves. This is not good for a government keen to abolish corruption and be transparent. To clear its name, an investigation should be made.

But the public is leery of investigations by government agencies and departments.

Even royal commissions are not highly regarded. The people believe, not true of course, that the government has been interfering with the work of the Anti-Corruption Agency (ACA), the police and the Attorney-General's Chambers. They say this is borne out by the results of investigations by these agencies.

When a deputy minister was accused of accepting money for the release of a detainee, the A-G said there was no case because the detainee said he did not give any money to the deputy minister. It is so easy.

If you have a case involving someone, all the enforcement agencies need to do is to ask him whether he was involved. If he says 'no', then there is no case.

For some reason, judges are finding that people accused of murder are not guilty because of insufficient evidence by the police. Yet people who are totally not involved in a case, who were not accused of any misdeeds and who did not appear in court at all and been given a hearing are found guilty and publicly condemned...

To clear its good name, the government should get credible foreign agencies to conduct the investigations. Of course they must be given full access to the documents, etc.

Now my detractors are going to say I did worse things when I was prime minister. Well if that is so let us have the foreign agencies investigate me also...

DrM speaks up on Rulers and politicians

A Concerned Malaysian has expressed his worry over the role being played by Sultans in the appointment of the Mentri Besar.

His Royal Highnesses have clearly refused to take the advice of the Chief Minister i.e. the Prime Minister. Instead, they have chosen on their own a member of the state legislature to head the Government.


We hear a lot of opinions on the propriety of the action by the Sultan. Some say he has the right to do this while others point out that as a constitutional ruler, he could not do this.


The Constitution says that the Ruler or Head of State must choose the elected member who enjoys the support of the majority of members in the legislative body to be the Prime Minister or the Mentri Besar. Subject to this provision, the Ruler it is who chooses and appoints the Prime Minister or Mentri Besar.


The Prime Minister, as Prime Minister, has no role in the choice of the State Mentri Besar or Ketua Menteri. His naming of candidate who should be the Mentri Besar is purely a party matter. Obviously, if the State is captured by the Opposition Party, he cannot name the candidate.


However, if the Ruler chooses someone who does not enjoy majority support, he could be deposed at a sitting of the legislative body through a vote of "no confidence".


After that, another member can be appointed by the Ruler to take his place. But if for some reason, there is no other candidate or the candidate with majority support is considered unsuitable by the Ruler, a new Government cannot be formed. The Ruler may then dissolve the legislative body and a new election may be held.


This new election may lead to the same impasse. The Ruler may not like the member with majority support.


However, it should be noted that this kind of thing had never happened during the premiership of the four previous Prime Ministers. Concerned Malaysians should wonder why.


Is it just that the particular Ruler is being difficult, unwilling to accept the principles of democracy, wanting to return to feudalism and the absolute authority of the monarch?


I do not think so. There must be a reason why the Ruler refuses to accept the candidate named by the party. But the Ruler chooses not to reveal the reasons and indulge in public debates. He merely expresses his displeasure by refusing to do what normally the Rulers would do.


Concerned Malaysians must ask what has the particular candidate done which is so wrong that it incurs the displeasure of the Ruler.


There are lots of talks in the town. Terengganu is blessed with petroleum deposits. It should get 5% of the total earning from oil production. The Federal Government; fearing the previous PAS government might use this money wrongly had withheld payment.


But when the Barisan Nasional (BN) regained Terengganu the money, now called "Wang Ehsan", was lavishly spent by the Federal Government on Terengganu. It is not a small sum. Over these years "Wang Ehsan" totalled several billion.


We know that since the BN regained Terengganu in 2004, all kinds of projects have been developed in Terengganu. This includes The Monsoon Cup, luxury housing for sale to foreigners, Crystal Mosque and theme park, university, etc. Some of these projects are very good but many are totally unnecessary and wasteful.


But what the Terengganu people are saying is that all these mega projects costing billions of Ringgit have been contracted out to people outside Terengganu. Terengganu contractors got practically nothing.

The public cannot be blamed for suspecting cover-ups by the Government or worse still the Government may be using these enforcement agencies to threaten people.


To clear its good name, the Government should get credible foreign agencies to do the investigation. Of course, they must be given full access to the documents etc.


Now my detractors are going to say I did worse things when I was Prime Minister. Well, if that is so, let us have the foreign agencies investigate me also. I am aware that people are looking into possible misdeeds by me during my 22 years so as to threaten me and ask me to shut up. So far they have not found anything.


Not only have I not taken anything that was not due to me while I was Prime Minister but I have given back to the Government and the people everything that I had received as gifts during my tenure of office.

The Government had offered me land in Kedah and Langkawi and I had refused to accept. I have a 5-acre plot in Putrajaya which I paid for even though the Government was offering it to me free.


Unless there is a frame-up, I think there should be nothing to pin on me. Even other accusations against me, including the dismissal of judges, were not my doing and I do not feel obliged to apologise. Ask the Tribunal to apologise.

The person asking that the Government should apologise for what happened to Tun Salleh Abbas may have forgotten that as President of the Muslim Lawyers Association, he fully supported the action that was taken.


He castigated the Bar Council for condemning Tun Hamid Omar over the dismissal of judges. Now he wants to be more correct than correct. I wonder why.
